I had to change these settings under Settings-Action-General. Maybe worth calling out in docs:

• Workflow Permissions: Rean (sic) and Write
• Allow GitHub Actions to approve pull requests

在Action中想使用TOKEN去push的话需要在Settings-Action-General.

• 勾选Workflow permissions中的Read and write permissions
• 勾选Allow GitHub Actions to create and approve pull requests
